In /Library/Desktop Pictures/. The default background picture for new users. Also the background picture displayed behind the LoginWindow. This is useful if you need to provide a custom disclaimer or company logo.
Visage lets you change the picture displayed behind the LoginWindow, but not (yet?) the default new user background.
