Camino is a relatively small WebBrowser that uses the Gecko engine from the MozillaBrowser project, but is otherwise being developed with Cocoa, from scratch. Besides tabs, it has few of the fancy features so many browsers do. It may be missing some things you want, but it covers all the basics.
